i wan't people to discuss what we can do to change the current situartion, not to hear why it shouldent change.

We cant express our opinion for keeping it like this?

    Stop fighting now.
I support Bug's point of view, but the problem remains:
If you let people use guns, they will.
Like Kurata, I did my last kill months ago... good roleplay is the best experience on this server. And it is (or at least should be) the main reason to come online and join VM.
If I want to roleplay that I'm a l33t underground-rebel-fighter-thingy, I launch CS:S and go terrorist, while talking to myself.
However, you cannot say 'One shall only do one raid per day!'. It'll be MUCH more difficult to control than let's say 'Don't RDM!!!'.
    Quality > Quantity

(That's me and a guy from Saltatio Mortis, great music btw :x )

I know, that's why i'm asking for suggestions, to maby a system that could reduce hostaging and raiding.

Another suggestion: You can only hostage people you are in war with, fx gang whise, and both parts agree (in the war that is) or atleast it should be said clearly that one gang declaires war on the other gang, that could apply to raiding aswell.

if you really want a suggstion: Enforce hostages roleplaying.., But I allready roleplay with my hossies. I keep them for 10 mins at roleplaying, then ask my demand, and if they dont have anything, I keep them busy with some fun stuff and eventually let go.

    Bassically this:

    RP with them
    10 mins later, ask demand
If they dont have anything, RP with them again, and ask if they have anythign in theyr inventory.
If they still dont have anything and you had fun with your hossie, let them go. But incase of use of breach, e.a breaking in, tieing up someone asleep, they will need to have soemthign for you.

Your solution in your last post denys almost all possibilitys to take hostages.
