The Serious RP Job System

Before I begin, the Serious RP server is currently only in the concept stage. The final class system may look nothing like this, including none of the below classes; it is merely my brain-splatter of ideas on which for you to comment.
I am thinking that the Serious RP server should follow a similar class structure to HL2 roleplay, with most classes only attainable through promotion from an admin. Certain classes will receive higher wages and will be entitled to greater royalties.
You will no longer be able to hammer F1 and slip into any job as you please. Once you create a character, they may only have one job; to reach the higher ranked classes, you must work your way up the employment ladder, starting at the bottom. The better you perform at your current job, the more likely you are to attain a new, higher ranked class if desired.
Here is my proposed class structure, any feedback is great to change it for the better:
Base classes: The lowest of the low within this society. They have no royalties; the unemployed citizen class is the only class legally entitled to benefits.
1) Unemployed Citizen: This is your standard class; everyone's character will initially start out as an ordinary citizen. You are unemployed, and you are seeking work. You rely on benefits to survive, which are handed out by the benefit administration team (more on that later). You have no wage, you get everything you have through benefits.
2) Outcast: This class is reserved for those who are not accepted in society, possibly through anti official behaviour or through criminal activities. This class must not set foot within the main city. They are greatful that they still have their lives, but will likely feel resent towards the rest of society for leading a 'good' life. They are not entitled to benefits and receive no wages of any kind; it is a battle to survive.
Working class: Experience no more privelages than an unemployed citizen.
1) Litter Picker: You roam the streets, and you clean it up. Its not a glamorous job, but its something. You will get a small wage, which is greater than benefits, but its barely anything. You are not entitled to benefit as you are no longer employed, attempting to do so is benefit fraud, and will result in a jail sentance.
2) Industrial Worker: Works in manual labour, usually a factory. Receives a small wage, but slightly more than a litter picker.
Middle class: Are entitled with entry to more areas than others, and are permitted to speak in public places.
1) Supplier: You manage a small scale business based on buying and selling a variety of miscellaneous goods, such as batteries, flashlights, books (if implemented) etc. receives a medium/low wage, as most money should be made from merchanting
2) Pharmacist: Supplies doctors with medical goods. Receives a medium wage. Can not supply to civilians without breaking the law, they must supply to either a medic or a doctor.
3) Medic: A medic who must buy medical supplies from a pharmacist, and roams the town in search of people to help. They are under the command of the doctors, and will go where instructed when instructed. This earns a medium wage, and they may charge extra if desired.
4) Chef: Charged with supplying food the the masses. Can produce a variety of products to satisfy hunger and, if implemented, thirst. They will receive a medium/low wage.
Upper class: Far superiour that the Middle and working class, they have access to everywhere that is not a police zone, and experience the highest wages.
1) Businessman: Can buy and sell a large variety of goods, including several rare items for high prices: request devices, pockets/backpacks, car insurance (use the document in yoru inventory to apply it to your car) etc. They can also buy all goods that a supplier can buy and receive a medium/high wage.
2) Doctor: Sets up a clinic and attends to injured civilians/officials. Can not buy medical supplies of their own, and must charge civilians, whilst medical care is to be given to officials free of charge. Receives a high wage.
3) Firearms Dealer: Can purchase pistols and pistol ammo only, and can supply to officials only (legally). Receive a medium/high wage.
4) City Management Official: The only class which receive the applications from citizens (in person) and pass judgement as to whether they get their desired job. This is an admin only class. They receive a very high wage and can promote Unemployed Citizens to working, middle, or upper class. They can also promote civilians into Comunity Support Officers or secretaries.
Law enforcement department (The Officials): Charged with keeping order in the city, using whatever means necessary.
1) Community Support Officer: The starting block for any law enforcement career. You have no powers, but receive a request device upon promotion and are charged with roaming the city, and informing higher ranking officials of any law-breaking. They receive a low/medium wage.
2) Secretary: Handle complaints from citizens in person. Have direct contact with the City Mayor (if there is a mayor) and are charged with prioritising complaints. It is usually a secretary who will respond to a request from a civilian. Receive a medium wage.
3) Benefit Administrator: Hands out benefits at a set time each day at a set location. This is the only class that can hand out benefits, and benefits are only given to the unemployed. They have no legal power, but can contact the police force with their request device.
4) Official Wares Dealer: This is an admin only class, who can order any weapon and any kind of ammo, along with other illegal goods such as breachers, or the more subtle lockpicks. They can only supply to Officials, and will not break this rule. Receive a high wage, but all officials must pay for these weapons unless stated otherwise.
5) Police Recruit: Can carry a small firearm and are usually tasked with handling smaller tasks such as robberies. Can perform arrests, search civilians, and carry a small firearm (pistol). Apply on the forum to attain this job (must have a character who is a secretary/community support officer).
6) Police Officer: Always with a partner, and charged with keeping order in the town. Can perform arrests, search civilians, and can legally carry a small firearm (pistol) or an SMG. Receive a medium/high wage. Takes orders from a Commander or Mayor. Attainable by proving your self as a Recruit, and being promoted by an admin. Police Officers may also carry a taser.
7) Police Commander: Organise the Police force and maintain contact with the mayor (if present). Can broadcast and initiate lockdowns. Commanders can also legally carry a firearm of any shape or size. You will be promoted by an admin to this rank if you prove you are a good roleplayer as a Police Officer. This class can authorise/conduct executions, perform arrests, search civilians, and are charged with organising police operations (This includes operations which include Special Forces Officials).
8} Special Forces Official: Are used in times of raids or hostage situations to execute the operation swiftly and smoothly with minimum casualties. You will be promoted to this rank after proving yourself as a valued member of the police force; you must apply on the forums. Authorised to use breachers, flashbang grenades/stun grenades and either a rifle or a shotgun to serve justice. This class also comes equipped with a tranquiliser gun as standard.
9) Mayor: Admin only. Only one may be mayor at a time and are in charge with organising the police force/managing public relations. They must make public appearances and handle the criticisms of the civilians. The mayor can also promote civilians to any class. Receive the highest wage of all classes.
The absense of any rebel classes is intentional. If you wish to be a rebel, do so in character; this will also eliminate class descrimination as nobody will be able to immediately identify 'rebels'.
Here are a couple of example career progressions to think about (there will be no set paths, instead you will need progress in a way you see as ideal to reach your ideal class):
A Businessman: Unemployed Citizen->(Speak to a City Management Official)->Litter Picker->(Speak to a City Management Official)->Supplier->(Speak to a City Management Official)->Businessman
A Police Commander: Unemployed Citizen->(Speak to a City Management Official)->Community Support Officer->(Apply for Police on forums)->Police Recruit->(Prove you are good at police roleplay)->Police Officer->(Excel at police roleplay)->Police Commander
Well those are my ideas, please comment upon them with any additional classes, additional details, or classes which need not exist etc. All criticism appreciated.
